مطابق با نسخه پیشنهادی تامین مالی نوسازی بافت‌های فرسوده برای رفع چالش تامین یارانه سود برای پرداخت وام نوسازی، که طی سال‌‌های گذشته به عنوان اصلی‌ترین مانع نوسازی بافت‌های فرسوده شناسایی شد ۵ هزار میلیارد تومان منابع از محل صندوق توسعه ملی، بودجه دولت و شهرداری‌ها و منابع داخلی بانک‌ها به کمک گرفته خواهد شد تا از این طریق به‌طور متوسط سالانه ۱۰۰ هزار فقره تسهیلات نوسازی به سازندگان در بافت‌های فرسوده پرداخت شود.
